On Tuesday, October 28, voters approved the following two propositions.
Proposition 1:
The proposed $43 million Capital Assets Preservation Project (CAPP) will replace roofs and renovate and repair the district's buildings; improve safety and security for students and staff; ensure up-to-date instructional areas; address handicapped accessibility and improve energy conservation.
Proposition 2:
A new capital reserve fund would take money from the district's current capital reserve fund to establish a project-centered 10-year reserve account, not to exceed $5 million, and use $700,000 of that account to bring down the cost of this project. During the 10 years of this reserve, any money spent from it for subsequent projects also will need voter approval.
The 24-member CAPP committee met during the last 18 months to develop a plan that addresses needed repairs recommended in the state-mandated Building Conditions Survey.
The district will receive 95.8 percent state aid on the project. In addition, special EXCEL aid in the amount of $1,376,671 will keep the tax levy at a projected zero percent increase for the first four years of the 15-year bond. In the fifth year, the tax levy will rise approximately two percent and stay at that level.
Although Memorial Stadium needs extensive improvements, the cost allocation formulas for Elm Street Elementary School combined with the state's new direction of not spending state building aid on athletic facilities won't allow the district to make repairs as part of the project. Instead, the district will seek the public's assistance, as well as that of our local legislators and veteran organizations, to help us find a way to restore and upgrade what was built as a fine facility, in honor of those who have served and continue to serve our country.
